Rachel M. Cipolat is an Associate with Marks, O’Neill, O’Brien, Doherty & Kelly. She is admitted to practice in Pennsylvania.

Rachel graduated summa cum laude from the University of Charleston with a Bachelor of Science in Athletic Administration and an Associate of Science in Accounting, with minors in Psychology and Business. She then attended the West Virginia University College of Law where she graduated in the top 20% of her class. During law school, Rachel was active with the Public Interest Advocates, serving as treasurer and then president. She was a member of the Clinical Law Program, a recipient of an Equal Justice Works Summer Corps Fellowship, and achieved the CALI Awards for Excellence in Environmental Litigation Seminar and Estate Planning.

Prior to joining Marks O’Neill, Rachel worked as an Assistant County Solicitor where she was the supervisor of the mental health unit in the Allegheny County Law Department. Rachel has been exposed to a plethora of legal issues in the decade she spent as a public servant. She has served as legal counsel to the Allegheny County Office of the Medical Examiner and the Allegheny County Department of Human Services Office of Behavioral Health and Office of Developmental Supports.

At Marks O’Neill, Rachel focuses her practice on construction, professional liability, toxic tort, product liability, and transportation matters.

Outside of work, Rachel enjoys gardening, baking, attending the theater with her girlfriends, and spending time with her family and her greyhound, Billy Goat.
