Noreen Kemether is a Partner with Marks, O’Neill, O’Brien, Doherty & Kelly. She is admitted to practice in New Jersey and Pennsylvania.

Noreen initially attended Old Dominion University on a full basketball scholarship and was a member of the 1980 National Championship team. She transferred to and graduated from Villanova University with a BS is business administration and was a member of its only women’s basketball final four appearance team. She received an MBA in Operations Research from Drexel University. She then attended Widener (Delaware) University School of Law and was the Vice President of student government and a member of Phi Delta Phi Honor Society and spent a summer at the University of Nairobi’s (Kenya) international law program.

Noreen interned during law school at an in-house counsel firm for Cigna Insurance Companies. After law school, she was an Associate and then Partner for a small boutique medical malpractice defense law firm, then spent several years at a prominent large litigation firm defending professionals in malpractice claims. Noreen then spent 13 years in the New Jersey Office of the Attorney General defending State employees and employers in lawsuits alleging discrimination, retaliation and whistle blowing, as well as conducting investigations and providing employment related advice. She served as the Section Chief of the Employment Litigation Section, managing staff and overseeing all employment discrimination and whistle blowing lawsuits against the State.  She frequently taught at the Attorney General’s Advocacy Institute on such topics as evidence, civil procedure and depositions, and is a two-time  recipient of the Attorney General’s Award for Excellence in trial litigation.  Noreen has extensive major jury trial experience, have tried over 60 cases to verdict. She also served in several Senior and Executive staff positions with the New Jersey Motor Vehicle Commission, overseeing all litigation and serving as its Ethics Officer, EEO Officer, and Data Privacy Officer, before retiring from State service to return to the private practice of law with Marks, O’Neill, O’Brien, Doherty and Kelly.

Outside of work, Noreen has been a certified high school basketball official for over 40 years and enjoys her family, traveling, fishing, bike riding and playing padel and golf.
