Roger Downes is Of Counsel with Marks, O’Neill, O’Brien, Doherty & Kelly’s Delaware office. He was recently admitted to the Delaware Bar after practicing law in California for over twenty years. He is admitted to practice in the state courts of Delaware and California, the U.S. District Court for the Central District of California, and the U.S. District Court for Delaware. During his career, Roger has taken 25 jury trials to verdict, prosecuted numerous bench-trials, argued before the Court of Appeals, taken and defended hundreds of depositions, and is published by the ABA.
Roger grew up in Wilmington, graduating from the University of Delaware in 1991. He graduated cum laude from Pepperdine University School of Law in Malibu, California in 1996. He moved to Malibu, California to study law, but returned East to participate in internships at the District Attorney’s office in Trenton, New Jersey and the Unites States Attorney’s office in Harrisburg, Pennsylvania. After practicing law in Los Angeles and then for decades in the Bay Area, Roger returned to Delaware, passing the Delaware Bar in 2019, over twenty-years after passing the California Bar. Outside the office, Roger enjoys guitar, boxing, travel and spending time with friends and family.
Since joining Marks O’Neill in 2019, Roger focuses his practice on professional liability, insurance coverage, and general liability matters.
